Responsible officials in charge from the Emergency Management Bureau, Zhucun Town, and Yurangqiao Subdistrict, along with safety directors and safety management personnel of industrial and hazardous chemical enterprises within the jurisdiction, gathered together to discuss the construction of enterprise safety production management mechanisms. Mr. Zhang, General Manager of Hebei Messi Biology Co., Ltd., was invited to attend and joined industry peers to study and comprehend the spirit of the meeting.
The first agenda item of the meeting was a systematic interpretation of the Provisions on the Supervision and Administration of Enterprises’ Fulfillment of Primary Responsibility for Production Safety. The “Three Categories of Tasks” refers to implementing the three risk prevention and control mechanisms of “daily control, weekly inspection, and monthly scheduling.” The “Three Ledgers” refers to improving the three ledgers: the Daily Production Safety Inspection Record, the Weekly Production Safety Inspection and Governance Report, and the Monthly Production Safety Scheduling Meeting Minutes, achieving full traceability, closed-loop management, and verifiable safety management work. The meeting requested that all enterprises discard any mentality of luck and relaxation, guard the safety baseline of “ensuring absolute safety” with the bottom-line thinking of “losing everything for a single failure,” and refine regulatory requirements down to the operational level of every single post.
At the meeting venue, Mr. Zhang maintained full focus, highlighting key requirements across the three dimensions of “daily dynamic control and inspection, weekly inspection review and analysis, and monthly scheduling thematic研判 (evaluation and research).” Following the meeting, Mr. Zhang promptly conveyed the meeting’s spirit to the company’s management team: “Enterprises are the primary entities responsible for production safety. According to Mr. Zhang, Messi Biology will organize a special study session in the near future to convey the meeting’s spirit level by level, comprehensively review existing safety management systems, focus on improving the job responsibility list for the “Three Types of Personnel,” strictly implement the working mechanism of “daily control, weekly inspection, and monthly scheduling,” standardize the filling standards of the three ledgers, and ensure zero omissions in safety inspections, zero leftovers in hazard rectification, and zero blind spots in responsibility implementation.
